Mr. Owusu Kwarteng is an experienced educationist whose professional journey in the Ghana Education Service spans for more than three decades. Over the years, he has demonstrated unwavering commitment, discipline, and excellence in the field of education, contributing significantly to both classroom teaching and educational administration. His career reflects a steady progression marked by dedication to duty, continuous learning, and impactful leadership.
Mr. Kwarteng began his career as a classroom teacher, where he laid a strong foundation in basic education. His early years in the teaching profession were spent nurturing young learners, helping them to develop academically and morally. He served at the basic school level with diligence and passion, ensuring that his pupils received quality teaching instruction and guidance. His ability to connect with students and deliver lessons effectively earned him respect among colleagues and the community.
Mr. Kwarteng advanced to the Senior High School (SHS) level, where his expertise in Business Studies became evident. At Atweaman Senior High School, he served as the Head of the Business Department from 2003 to 2010. In this role, he provided academic leadership, supervised teachers, and ensured the effective delivery of the business curriculum. His leadership contributed to the improvement of academic standards within the department.
His competence and dedication led to his appointment as Assistant Headmaster (Academics) at Asuom Senior High School, a position he held from 2010 to 2017. In this capacity, Mr. Kwarteng played a crucial role in overseeing academic activities, supervising teaching and learning, and implementing policies aimed at improving student performance. He later served as Assistant Headmaster at Aperade Senior High School from 2017 to 2019, where he continued to exhibit strong leadership and administrative skills.

Mr. Kwarteng’s wealth of experience in both teaching and school administration paved the way for his transition to the District Education Office. From 2019 to 2021, he served at the Achiase District Education Office as the Head of Department for Monitoring and Supervision. In this role, he was responsible for ensuring quality assurance in schools, monitoring teaching standards, and supporting teachers to enhance instructional delivery.
Currently, Mr. Kwarteng serves at the Kumawu District Education Office as the Head of Department for Finance and Administration, a position he has held since 2022. As the Finance and Administration (F&A) officer, he oversees financial management, administrative coordination, and resource allocation within the district. His role requires a high level of integrity, accountability, and organizational competence, all of which he has consistently demonstrated throughout his tenure.
Academically, Mr. Kwarteng has built a strong educational background that complements his professional experience. He began his basic education at Oyoko Methodist Primary School in Ashanti Region from 1972 to 1978 and continued at Oyoko L/A (Methodist) Junior High School from 1978 to 1982. He proceeded to Effiduase Senior High School, where he pursued a commercial program from 1983 to 1988. He furthered his studies at Tweneboah Kodua Senior High School for his sixth form education between 1988 and 1990.
His attended Akokerri College of Education from 1991 to 1994, where he was equipped with the foundational skills for the teaching profession. In his quest for higher education, he attended the University of Education, Kumasi Campus, from 1999 to 2003, earning a Bachelor of Education degree in Business Studies (Accounting Option). He later obtained a Master of Commerce degree in Human Resource Management from the University for Development Studies between 2013 and 2015.
Mr. Kwarteng is a family man. He is married to Mrs. Emelia Boakye, and their union is blessed with three children—one boy and two girls. His ability to balance family responsibilities with a demanding career speaks to his strong character and sense of responsibility.
